Hurricane Lowell passed west of the Hawaiian Islands on September 7–8, producing destructive winds, extreme rainfall, flash flooding, storm surge, coastal inundation, and widespread power outages, with Kauaʻi sustaining the most significant damage. Nearly 90% of Kauaʻi lost power, roads and transportation infrastructure were damaged or blocked, and damage assessments as of September 15 identified at least 18 destroyed homes and 101 with major damage, with more than 700 residential damage reports submitted.
The National Weather Service recorded wind gusts up to 92 mph and 72-hour rainfall totals exceeding 21 inches in Kauaʻi’s mountains, while coastal flooding damaged and destroyed homes in areas including Poʻipū. Significant impacts also occurred elsewhere in the state, including coastal flooding on Oʻahu and Hawaiʻi Island and severe damage to Lānaʻi’s primary commercial harbor, disrupting the island’s food and fuel supply. Hawaiʻi requested an expedited Presidential Major Disaster Declaration for Kauaʻi and Maui counties as recovery operations continued.
